National Media Policy

Cabinet granted approval to a memorandum submitted by Anura Priyadharshana Yapa, Minister of Mass Media and Information for a National Media Policy in order to fulfill a long-felt need of the media industry in the country.
This task was completed by a 22-member committee appointed by the Minister, comprising of eminent journalists, academics and professionals in the media sector. The overall objective of this task is to facilitate the creation of a socially viable and ethical media culture in Sri Lanka, while ensuring media freedom.

Ceylon Petroleum Corporation (CPC) to venture into LPG and lubricant business

Cabinet granted approval to a memorandum submitted by A.H.M.Fowzie, Minister of Petroleum and Petroleum Resources Development to venturing into LPG and Lubricant business by the Ceylon Petroleum Corporation (CPC). Of the total LPG consumption, nearly 75% is for domestic use and the balance is for industrial use. There is a tendency for an increase in the demand for LPG and therefore, it is appropriate for the Ceylon Petroleum Corporation to enter into LPG retail business as a local producer of LPG and also as a means of creating fair competition in the business, the memorandum pointed out.

The Sapugaskanda Refinery produces about 18,000 MT of LPG per annum which is approximately 10% of the current demand. After completion of the gas recovery project at the refinery, CPC will be able to produce 36,000 MT which will be about 20% of the country's requirement.

The lubricant market in Sri Lanka which had its roots to the petroleum filling stations and CPC had been in this business for more than three decades since the inception of the Corporation.

With a view to re-enter into the lubricant market under the brand name "Ceypetco", CPC has called for Expression of Interest from qualified companies for a joint venture.

Construction of the Negombo Courts Complex

Cabinet granted approval to a memorandum submitted by Amarasiri Dodangoda, Minister of Justice and Law Reforms for the construction of the Negombo Courts Complex under the consultancy of the Central Engineering and Consultancy Bureau.

Cabinet has also granted approval to reduce the quotation submitted by the State Engineering Corporation to Rs.617, 235,440.70 from the original Rs.550, 917,614.11 estimate submitted by the Central Engineering and Consultancy Bureau or to an approximate sum.

Construction of the High Court building, Nuwara-Eliya

Cabinet granted approval to a memorandum submitted by Amarasiri Dodangoda, Minister of Justice and Law Reforms for the construction of the High Court building in Nuwara Eliya.

The contract will be awarded to the Central Engineering and Consultancy Bureau on the "Design and Build" basis, subject to the rates and the total cost estimated submitted by the Bureau.

The National Procurement Committee has approved the recommendations of the Technical Evaluation Committee to accept the total cost estimate of Rs.196, 221,265.5 which includes contingencies, price increases and VAT.

Resignation of Mr. J.M.J.P.Bandara from the Post of the Public Trustee of Sri Lanka and Appointing Mr. N.S.A.S.Senevirathna to the post of Public Trustee

Cabinet has granted approval to a memorandum submitted by His ExcellencPresident Mahinda Rajapaksa as the Minister of Religious Affairs and Moral Upliftment to appoint Mr. N.S.A.S. Senevirathna for the post of Public Trustee of Sri Lanka with effect from 05.03.2008. This follows the resignation of Mr. J.M.J.P.Bandara from the post of Public Trustee of Sri Lanka with effect from 14.02.2008.

Mr. N.S.A.S.Senevirathna was earlier the Deputy Public Trustee for seven years from 1992, and held the post of Public Trustee for five years from 1999. He also has 27 years of experience as an Attorney-at-Law and has served as a Magistrate for five years.

Re- establishment of the Polonnaruwa Condensed Milk Factory by MILCO (Pvt) Limited

Cabinet granted approval to a memorandum submitted by R.M.C.B. Ratnayake, Minister of Livestock Development to operate the condensed milk factory at Polonnaruwa.

The resources available at the factory will be utilized to produce condensed milk for market partly and the balance to process as concentrated milk to use powdered milk production at Ambewela using the expected daily collection of 40,000 liters of milk from the Eastern Province.
